rom 2013 to 2017 and chronicled.\nNext, the author tried to clarify the strategies of government regulation of mass media and about how the mass media operated.\nAs a result, the following tendencies were able to extract.\nⅠ.For mass media, the biggest threat is to be Specific Secret Protection Act.\nⅡ.In light of Broadcasting Act, the Abe administration developed the following strategies.\n1)Meeting with media stakeholders、2)Notify the stakeholders of the mass media to make a program fairly and fairly in writing, 3)Call a mass media official and listen to the situation,4)Provide administrative guidance based on the Broadcasting Act,5)Based on the Broadcasting Law, threaten to revoke TV media stakeholders broadcast license if they made a non-fair report.\nⅢ.What do the citizens expect from the mass media is to know how to live peacefully and safely. In order to make citizens' wishes come true, the media should make full efforts to find out the essence among various phenomena occurring in society.

The turning point of such a spread is opening\n“i-mode” system that developed NTTDoCoMo in 1999 to the public, and, as a result,\neverybody, even be not yet of age who have “Cellular phone” will be able to hook up to the\nInternet.\n2) From then, not only the minority but also boys of a low age group became extremely\neasy to access all sites concerning erotic sites, the online dating Web sites, and suicide\nhomicide in the Internet, etc.\n3) So, after three years the connections of “Cellular phone” to the Internet the social issues\nconsernd “Online dating Web site” and “Erosait” came to happen frequently, and the book\non “Problem of the cellular phone” was published 39points from 2002through 2004. development of informatization of the world. So, in these days, most drastic changes of the way of understanding mankind had appeared. One of the most deeply interesting professional views is the mankind is media. The aim of this paper is to trace and to draw a rough sketch of the evolution of theories about mankind as media. In this paper, the author tried to clear the generation process of "mind" caused corresponding to the human race's development. Labor started with the use of the tool, and promoted the use of the Word and the sign. A psychological function is caused by signs and words has been formed more and more clearly and highly as labor develops.

development of informatization of the world. So, in these days, most drastic changes of the way of understanding mankind had appeared. One of the most deeply interesting professional views is the mankind is media. The aim of this paper is to trace and to draw a rough sketch of the evolution of theories about mankind as media. The writer reviewed and commented the theory of the instrumental method in psychology proposed by L.S.Vygotsky in the 1930, because Vygotsky was The first psychlogist who had pointed that the mind is constructed of tools (technical tools and psychological tools) in the world. Examples showed by Vygotsky for psychological tools are as follows. : language, different forms of numeration and counting, mnemotechnic techniques, algebraic symbolism, works of art writing, schemes, diagrams, maps, blueprints, all sorts of conventional signs, etc.

as follows, 1. Characteristics of the main mass media that university students use in everyday life and the effectiveness of those medeia, 2. Inforamtion environment and media literacy, 3. Expectations and anxeties in the coming multimedia age. One of the main results of this survey is shown below. 1. Three of the most useful media in everyday life that univesity students pointed out were television, telephone and books. 2. The most clear differences between male and female were their attachment to telephone. Especially, times and duration of female students' telephone calls were more than twice of those of male students. 3. In the coming multimedia age, students eagerly hope that they would like to use easily new media. But, the other hand, they are also anxious about the over-flows of information and the computer crimes.

Three of the most useful media in everyday life that people pointed out were the newspapers, television, and telephone. 2. The rate of possession of a TV was 100%, those of a wordprocessor was about 30%, and those of a computer was 7%. 3. In the coming multimedia age, they eagerly hope that they would like to use easily the medical and welfare services by computer mediated communicatuins. But, the other hand, they are anxious about the over-flows of information and the computer crimes.

they have not in general taken account of the developmental standpoint. The propositions argued and presented here show that the human development is as follows. 1. The development of human beings is a history of creating new media within himself/herself. 2. The development of individual is also a process of forming mediation tools such as language. 3. Mind is substantially mediating process, and the computer-mediated communications are the extension of humans' mediating process as McCluhan noted in 1964. 4. Conclusively, to undestand and grasp the mediating proccss wholly, the author propse to base on the Vigotsky's theoritical and methodological reflections : the social construction of mind.
