概要: Departmental Bulletin Paper<br />This paper will first review the discourse surrounding the ground rules for eugenic surgery on leprosy patients. Next, the number of eugenic surgeries performed at national leprosy sanatoriums from 1954 to 1979 is clarified. Finally, I review a series of state compensation lawsuits concerning the Eugenic Protection Law and point out the unconstitutionality of the law. 続きを見る

概要: Departmental Bulletin Paper<br />This article focuses on government liability issues arising from the Fukushima nuclear disaster.\nSince the Fukushima nuclear disaster, various lawsuits have been filed; these lawsuits have varying motivations. One of them is to pursue the government’s liability for promoting its nuclear power policy. Japan’s Compensation Act allows liability to be assigned to nuclear operators. However, the Japanese Government can also be held liable for nuclear damage if it fails to exercise its regulatory power over the Tokyo Electric Power Company (TEPCO). This article argues for nuclear damage compensation by considering issues from the Gunma litigation. 続きを見る

概要: application/pdf<br />Departmental Bulletin Paper<br />The Offsetting Credit(J-VER)Scheme, established by The Ministry of the Enviroument,\nJapan (MOEJ)in November 2008, is a verification scheme for credits that domestic projects\ngenerate by GHG emission reduction/removal by sinks. By utilizing the J-VER scheme, individ-\nuals, businesses, local governments and others can return funds for carbon offsetting to domestic\nprojects for forest management or local industries.」一VER is a new system to promote the\ndomestic GREEN NEW DEAL program through a global wauming prevention campaign,\nexpansion of job opportunities, and economic measures by using private-sector capital.\n In recent years local goveuments utilizing the J-VER scheme are increasing.
