disaster.\nSince the Fukushima nuclear disaster, various lawsuits have been filed; these lawsuits have varying motivations. One of them is to pursue the government’s liability for promoting its nuclear power policy. Japan’s Compensation Act allows liability to be assigned to nuclear operators. However, the Japanese Government can also be held liable for nuclear damage if it fails to exercise its regulatory power over the Tokyo Electric Power Company (TEPCO). This article argues for nuclear damage compensation by considering issues from the Gunma litigation.

By utilizing the J-VER scheme, individ-\nuals, businesses, local governments and others can return funds for carbon offsetting to domestic\nprojects for forest management or local industries.」一VER is a new system to promote the\ndomestic GREEN NEW DEAL program through a global wauming prevention campaign,\nexpansion of job opportunities, and economic measures by using private-sector capital.\n In recent years local goveuments utilizing the J-VER scheme are increasing. The J-VER\nscheme is expected as an economic approach to promote the forestry management and regional\ndevelopment projects by the bcal governments.
