概要: Departmental Bulletin Paper<br />As many schools across Japan have been abruptly closed since March 2020 due to the COVID-19 epidemic, we thought it was necessary to investigate how children across the country were spending their time under these circumstances. This paper provides an overview of the situation of children's Internet use and the concerns of their parents during the period of school recess, and discusses the social attributes that tend to be associated with the long hours of media use, and examines how the responses differ depending on the characteristics of the respondents. 続きを見る

概要: Departmental Bulletin Paper<br />As a preliminary study to assess the impact of digitalization on Shakespeare performanc e and performance studies in general, this paper discusses how digitalization in the past few decades transformed Shakespeare performance per se, media to watch performance, and performance studies in UK and Japan. The Royal Shakespeare Company production of The Tempest (2016-17) is chosen as one of the most successful examples of Shakespeare performance that goes digital. The cutting-edge digital technology not only has created remarkable visual representations of ‘magic’ but successfully become integrated in the play’s dramatic narrative. Digitalization has also diversified the experience of watching performances beyond theatre via broadcast at movie theaters such as RSC Live from Stratford and NT Live, and digital platforms such as Globe Player and Digital Theatre. The paper also explores how digitalization can open up a new possibility of performance studies beyond geographic and time constraints, focusing on one of the digital archives, Asian Shakespeare Intercultural Archive (A|S|I|A), a multilingual online archive of Shakespeare performances from East and Southeast Asia. 続きを見る

概要: Departmental Bulletin Paper<br />After the country enacted the Hate Speech Regulation law, many local governments enacted the Hate Speech Regulation Ordinances. Among them are ordinances that take a stricter attitude toward hate speech than national law. A representative example is the Kawasaki City Ordinance. This ordinance has the first criminal penalty for hate speech in Japan. This ordinance is extremely noteworthy. This paper aims to point out the ideal hate speech regulation Ordinance by comprehensively and critically studying the hate speech regulation Ordinances from a constitutional point of view. 続きを見る

概要: Departmental Bulletin Paper<br />While working as an Admission Coordinator at Gunma University from June 2019, we became aware of the issue of the role and position of the Admission Center at various national universities. The purpose of this paper is to clarify the current role and position of the Admission Center, which was established at a national university in the 2000s. Under these circumstances, it was found that the government's recent High School/University Articulation Reforms have affected the operations of the Admission Center, and its role has been expanding. 続きを見る

First, we exam ine some previous studies about CSV and consider “Enabling local cluster” showed in Porter and Kramer (2011). Second, from the two cases of local companies in tourist destination, we suggest practical implication for other local companies. In tourist destination, local companies which having a sense of crisis are committed to their own local area and acting in cooperation with various partners. 概要: Departmental Bulletin Paper<br />In the event of a dispute regarding a contract concluded by an anonymous trading system, the disadvantaged or damaged party loses the opportunity to receive legal remedies, due to anonymity. At present, this disadvantage or damage is neglected. This paper points out that is the problem. This paper insisted that the responsibility of the provider for disclosure of the party should be recognized, and that the anonymous system provider who refuses to disclose the party information due to the anonymous contract, should be liable for performance on behalf of the anonymous party. The insistence of this paper is based on the presumption of the party's intention that "the party cannot wish to conclude a contract without the claim for the performance". This paper further states that consent to an anonymous system contract does not constitute a manifestation of intention to renounce the possibility of a private law solution, and that it is not allowed to exclude the party from the legal order including mandatory provisions, on the grounds of an anonymous system contract agreement. 続きを見る

概要: Departmental Bulletin Paper<br />This paper is the first half of the paper which examines how the public hall newsletter of the early public hall is connected to the prewar local community media in the case of Tatsuoka Village and Shigeno Village in Nagano Prefecture. In Tatsuoka and Shigeno, local community media were published by local residents, especially young people, before the war. It will be discontinued due to the wartime regime. During the postwar democratization, a public hall was set up and a public hall newsletter was issued, but there are differences in the issuing systems in Tatsuoka and Shigeno. From these cases, it is clarified that the business of editing and publishing the local community media of residents from the early Showa period to 1940 will continue after the war, while being linked to national policies, especially social education (out-of-school education) and public hall policies. In this paper, it is revealed that in Tatsuoka village, the pre-war local community media publishing led to the publication of the post-war public hall newsletter. 続きを見る

概要: Departmental Bulletin Paper<br />This paper is the latter half of the paper which examines how the public hall newsletter of the early public hall is connected to the prewar local community media in the case of Tatsuoka Village and Shigeno Village in Nagano Prefecture. In this paper, the experience of publishing pre-war local community media in Shigeno village did not lead to the publication of the post-war public hall newsletter, and it was observed that the public hall newsletter was parallel to another local community media that draws on the flow of pre-war local community media. Finally, we considered the cases of Tsuoka and Shigeno, and pointed out that the pre-war local community media publishing was connected to the post-war local community media publishing while being linked to the acceptance and practice of post-war social education (out-of-school education) and public hall policies in the local community. 続きを見る

概要: Departmental Bulletin Paper<br />On January 4, 2018, the Federal Communications Commission (FCC) released its Restoring Internet Freedom Order of 2017. The FCC announced that the purpose of this Order is to promote broadband deployment in rural areas, increase infrastructure investment throughout the United States, foster innovation on the Internet, and eliminate the digital divide. This Order abolished virtually all the protections for "network neutrality" introduced by the FCC’s Open Internet Order of 2015. The new Order repealed (1) three bright-line rules that prohibit blocking, throttling and paid-prioritization, (2) a general Internet conduct standard, and (3) the transparency rule. The FCC asserts that the new "improved" transparency rule together with competition among Broadband Internet Access Service (BIAS) providers and the antitrust and consumer protection laws makes these rules unnecessary, and the new Order lowers the cost of achieving these targets. In fact, as expressed in the letter to the ranking members of Congress from Internet pioneers and other leaders on December 11, 2017, the abolishment of these rules will bring an imminent threat to the Internet by killing the "virtuous cycle" that drives innovation and investment on the Internet--both at the edges of the network, as well as in the network itself. The new Order is not sufficient to prevent the harm from open Internet violations by broadband providers. In addition, the influence of companies that construct their platforms in the Application Layer is not well considered. These companies have constructed their "walled garden" on the public Internet and taken full advantage of information and knowledge that they can exploit. This trend is accelerating with the technological developments in big data, Artificial Intelligence (AI), and the Internet of Things (IoT). Recently, some twenty-five state governments have tried to enact their own network neutrality laws. The California Internet Consumer Protection and Net Neutrality Act of 2018 is the "aristocrat," however, it still leaves much to be improved. Government authorities should design the additional framework that is necessary to retrieve and preserve the vibrant and open architecture of the Internet, recover and maintain the free flow of information and knowledge, and foster the future progress of the Internet. 続きを見る
